Since in 1970 Shiro Otsu traveled Africa while in Tokyo University of Agriculture, in 19７３ he established “Saharan drought rescue committee”. From 19７５ to 19７７ he had been to United Republic of Tanzania as member of Japan International Cooperation Agency（agriculture）. In 1970s, 80s he worked the coordinator of African TV program. He used Swahili which he learned in field.

For example Japanese TV Program “The surprising world”, “24 Hour Television”, “Discovering Wonder of the world”, “Naruhodo ・the・world”, “Newton・Special” and “Poesy of Gods” and so on. 1990s he covered African conflict by using video camera.

Somali Democratic Republic, Republic of Sudan, Republic of Rwanda, Democratic Republic of the Cong, Republic of Angola、Republic of Uganda and Republic of Burundi and so on. He covered by himself. The contents mainly were broadcasted by “News・Station”. In 2000 he appeared on “Uji Oda Africa Special”and He was Hidetoshi Nakata’s African travel member. He continue to work the coordinator and he covered African conflict and issue of resources at feature segments of “Super・News”, “News・Japan” and “News・Zero” and so on.By experience of long time coverage about African countries,he was closely connected from government-affiliated people to various think tanks.
